The 2009 Addiction Health Services Research (AHSR) conference will convene at the Sir Francis Drake Hotel, San Francisco, California on October 28-30. AHSR welcomes researchers, practitioners, trainees, policymakers, and other stakeholders interested in health services research as it relates to drug and alcohol dependence, as well as the intersection with mental health and other behavioral healthcare issues.

Health Care Reform, Parity, and Continuing Care Models: A Forum for a New Era in Addiction Services Research

The 2009 Addiction Health Services Research (AHSR) conference is occurring at the start of one of the most critical times in the history of substance use disorder prevention and treatment. The implementation of a new parity law and the new pursuit of health care reform by the Obama Administration will have substantial impact on the delivery of substance use disorder treatment services. A research-driven agenda to respond to these changes is needed. With this transformation will come new opportunities for addiction health services research.

The Domenci/Wellstone Parity Law and most versions of health care reform legislation invoke considerations of reimbursement, cost, cost control, decision making algorithms, quality control, and effectiveness and efficiency. The expansion of Health Information Technology (Health IT) offers benefits to researchers, but also generates discussion. Although Health IT may improve the quality and efficiency of heatlh care, the reliability, confidentialty, privacy, and security when exchanging, storing, and using electronic health information must also be considered. In addition to the Parity Law and health care reform, the conceptualization of substance use disorders is also changing. Substance dependence is increasingly recognized and conceptualized as chronic in nature. Some individuals with substance dependence may achieve sustained recovery on their own, but many persons experience cycles of abstinence, relapse and re-entry into treatment. The standard of care in substance abuse treatment is short-term, episodic, and may not be sufficient for disorders that may be analogous to chronic illnesses. Chronic care models of treatment may offer a useful alternative. If a chronic care perspective is adopted, however, innovative evidence-based treatments, service delivery models, and business practices are needed. The Parity Law and health care reform has implications for the adoption of chronic care models.

With changes, such as health care reform, parity, and continuing care models, a wide range of topics to meet the needs of stakeholders from different disciplines will be explored. Through plenary speakers, abstract presentations, symposia, and poster sessions, AHSR provides opportunities to share our research, enhance opportunities to move research into practice, promote discussion among various stakeholders, and network with colleagues. Rarely have those concerned with addiction health services research been presented with such a momentous opportunity. Senior government officials, established health care reform proponents, and accomplished addiction health services researchers will join us at the AHSR conference as we set the stage for the next generation of addiction health services research.
